New Zealand Global Women (Now re-registered under CC53258)

11 September 2015

The Charities Registration Board has decided to remove New Zealand Global Women from the Charities Register as analysis of the organisation’s rules and activities showed that it provides private benefits to a closed group, so does not provide sufficient public benefit that is recognised by charity law. Providing a public benefit is a key requirement of charities law.

To be charitable, an organisation must make the benefits it offers available to an appreciable sector of the public, and not just to a group or individuals that are so tightly defined that it is to the exclusion of others.

The decision was not based on any wrongdoing by New Zealand Global Women.

The Board’s reasoning is set out in the decision below.

NOTE:  Please now refer to CC53258 New Zealand Global Women.

New Zealand Global Women has restructured its purposes and activities to meet registration requirements.  As identified above, the Board decided to remove New Zealand Global Women from the Charities Register as its purposes included providing private benefits to a closed group: participants in the Breakthrough Leadership Programme and members of New Zealand Global Women.

The promotion of diversity is charitable, where the benefits are not being provided to a closed group. Through working with Charities Services, New Zealand Global Women has separated the Breakthrough Leadership Programme from New Zealand Global Women’s operations, and restricted New Zealand Global Women’s membership benefits to be ancillary to its promotion of diversity and educational purposes. New Zealand Global Women has registered a separate Company, New Zealand Global Women Limited to operate the Breakthrough Leadership Programme which is run as a fundraiser to support the purposes of New Zealand Global Women.

The Board considers New Zealand Global Women now qualifies for registration, and has been re-registered under CC53258.
